Harry's Story
Life
After accomplishing over 30-years of dedicated public service for Ulster County, I decided to announce I would retire as Ulster County Sheriffs Captain on September 29, 2007.
I began my law enforcement career with the Sheriff at the age of 18 (2-weeks out of KHS) as a dispatcher, and throughout my long career, I achieved the ranks of Deputy Sheriff, patrol Sergeant, Administrative Lieutenant, Detective Lieutenant, Civil Division Lieutenant, and finally Captain of Police Services. In addition, from 1986 to 1990, I served as Ulster County's Deputy Personnel Officer, where I was primarily responsible for countywide law enforcement civil service administration and employee labor relations for almost 4-years. I then returned to the Sheriffs Office to continue my career.
I most recently served as Captain of Police Services for over 8-years, commanding the Sheriffs Criminal Division of police patrols, detectives, and special response units. I initiated and led many projects during my career including the formation of the county's first Critical Incident Stress Management (CISM) team, the Sheriffs comprehensive website, and 24-hr emergency call boxes for substations.
In 1999, I initiated, developed and directed the Sheriffs Mobile Data project, having successfully obtained federal and state grants amounting over $600,000 for funding. In 2005, the Sheriffs Mobile Data Computer system was opened to all municipal law enforcement agencies in Ulster County several of which joined the sheriffs informat...Expand for more

An honors graduate of Hudson Valley Community College in Troy, I earned the colleges award for Leadership and Professionalism. In 2000, I was awarded the Sheriff Carl A. Draxler Award by the NYS Sheriffs Association for Career Achievements and Conscientious Devotion to Duty.
For over 5 years, I served as Secretary for the Chiefs of Police of Ulster County Association, was an advisor to the Ulster County Criminal Justice Integration Council, I am a member of the NYS Sheriffs Association, the National Sheriffs Association (NSA), and International Association of Police Chiefs (IACP).
Workplace
I joined the staff of the Joseph V. Leahy Funeral Home, Inc. in July 2005 as an apprentice funeral director, and achieved my NYS license to practice in December 2005. I earned the recognition as a Certified Funeral Service Practitioner (CFSP) by the Academy of Professional Funeral Service Practice (APFSP). In May 2009, I purchased the Gilpatric-Murphy Funeral Home from Jim "Digger" Gilpatric. Subsequently, I changed the firm's name to the Gilpatric-VanVliet Funeral Home, and moved the funeral home to my lifeflong community of Esopus, NY.
I graduated in 1998 from the Mortuary Science Program at Hudson Valley Community College, Troy, NY, earning an A.A.S. degree and achieved academic honors. I am the recipient of the colleges Mortuary Science Award for Leadership and Professionalism. I am a member of the National Funeral Directors Association (NFDA), and American Society of Embalmers (ASE).
